Time and frequency related Links
Two frequencies where time signals can be found are 4.996 MHz and 9.996 MHz. The signals come from RWM near Moscow. The service is 24-hours and the schedule of modulation can be found in Wikipedia by searching for RWM.

Some Standard Time Sites
In January 2012 a decision was to be made on retaining or dropping the leap second, the latter being the USA's proposal. The decision that actually came out was to postpone the decision until 2015! Now postponed until 2023.
A problem with retaining the leap second is that they will become problematically more frequent as the years go by. Currently one leap second is introduced every year or two. Centuries from now, the Earth's rotation will slow down to such a rate that several leap seconds a day will be necessary to keep Atomic Time in step with Solar Time.
